Interview: Administrative-Territorial Reform and the Future of Romania’s Regions
Reporter: Administrative-territorial reform is a sensitive and frequently discussed topic. What motivates you to tackle this project right now?
Ion Stefanovici: I believe that time can no longer be delayed. The reality is that the current administrative-territorial organization no longer keeps pace with the needs and aspirations of modern Romania. We have localities that cannot sustain economic development, schools and hospitals facing resource shortages, and an infrastructure that does not meet current requirements. We need to make bold decisions to increase the competitiveness of our regions.
Reporter: What are the basic principles of the reform you are proposing?
Ion Stefanovici: Our principles are simple and clear:
- Competitive development of the regions, not only balanced but also directed towards capitalizing on local specifics.
- Reducing administrative inefficiencies by merging small communes and integrating them into more robust structures.
- Increasing local autonomy and involving citizens directly in decision-making.
- Encouraging investments and creating a favorable environment for sustainable economic development.
Reporter: How do you see the implementation of this reform without creating social tensions?
Ion Stefanovici: Dialogue is the key. We must involve all interested parties – from local authorities to citizens – in a transparent consultation process. We will organize public debates, use digital platforms to collect opinions, and present clear studies on the benefits of this reform. Additionally, we will ensure a gradual transition that allows everyone to adapt.
Reporter: How does your proposal differ from other similar initiatives?
Ion Stefanovici: The difference lies in vision and execution. Our project is not just a sketch on paper, but a well-founded plan that takes into account all aspects – economic, social, and cultural. Unlike other initiatives that may be perceived as centralizing or top-down imposed, we emphasize regional cooperation and the organic development of communities.
Reporter: What are the first steps you will take to advance this project?
Ion Stefanovici: The first step is the establishment of the Party of Regions, which will have the central objective of administrative-territorial reform. Then, we will work on a detailed draft law, which we will present publicly and in an open parliamentary debate. In parallel, we will develop an information and awareness campaign to explain the benefits of this initiative. It is important to emphasize that WE ALREADY HAVE THE DRAFT LAW, which PSD intends to work on in the next 6 months.

Call to Parliamentarians
I make a public appeal to the parliamentarians of Romania to support this draft law and embrace the programs proposed by the Party of Regions, which is in the process of being established. This reform is more than just an administrative change – it is a historic opportunity to modernize the country, attract investments, and create a solid foundation for the competitive development of our regions. Parliamentarians can demonstrate that they are standing with the citizens by supporting an initiative that puts the country’s interests first.
Call to Mayors
I also make an appeal to the mayors of localities across the country to support this initiative and contribute with their local expertise to completing the draft law. Mayors have a unique perspective on the problems faced by their communities and can add value through concrete proposals and solutions. This reform is not just for large regions or the central administration, but for every commune and city in Romania. I invite you to join an endeavor that will profoundly transform our country, offering each community the chance to prosper.
Reporter: What message do you have for those who are skeptical about such a reform?
Ion Stefanovici: Skepticism is natural when discussing large changes. But we must look at the bigger picture: this reform is not just an option, it is a necessity. It is about our future as a nation and how we position ourselves in Europe. I ask skeptics to give this project a chance and to get actively involved in perfecting it.
