A New 200 Million Euro Tranche from the Growth Plan for the Republic of Moldova | Neighboring Country Leads in Reform Implementation

The Republic of Moldova is considered the country with the best results in implementing the reforms under the European Union’s Growth Plan.

The announcement was made on March 17 by the European Commissioner for Enlargement, Marta Kos, during a press conference in Brussels, where the opening of technical negotiations for the last three accession clusters was also confirmed.

New financial tranche of 200 million euros

The European Commission disbursed approximately 200 million euros to the Republic of Moldova, after the authorities completed 24 out of the 26 reforms outlined in the Growth Plan. According to the European official, these results place Moldova first among beneficiary countries in terms of reform implementation.

Significant progress, but challenges remain

Marta Kos emphasized that the Republic of Moldova has made real progress in its European path, yet important stages remain. Continued focus must be placed on reforming the justice system and combating corruption, which are considered essential for EU accession.

Advancement in the accession process

With the opening of negotiations for the last three clusters, Moldova now has all the prerequisites to continue the reforms necessary for European integration. European officials reiterated their constant support for the country, also emphasizing its strategic importance for regional security.

Details about the Growth Plan

The European Union’s Growth Plan for the Republic of Moldova has a total value of 1.885 billion euros and represents the largest financial support package provided to the country. Funds are offered in the form of grants and concessional loans, conditioned on the implementation of reforms and investment projects.

Out of the total grants, 385 million euros are allocated for non-reimbursable support, of which 135 million are earmarked for capital investments, and the remainder for technical assistance.

Funding provided to date

So far, the Republic of Moldova has benefited from a pre-financing of 270 million euros in June 2025, followed by a tranche of approximately 19 million euros in September of the same year. Funds will continue to be provided in stages until 2028.

Legal framework of European support

The agreement regarding the implementation of this financial mechanism between the Republic of Moldova and the European Union was signed on May 9, 2025, establishing the conditions and modalities for the use of the provided support.
