Chernivtsi Region Selected Among the Pilot Regions of the “Region Ready” Programme
Chernivtsi Region is among the eight pilot regions of Ukraine selected to participate in the “Region Ready” programme, aimed at strengthening the capacity of regional administrations in preparation for European integration. The initiative seeks to develop the skills required for the programming and implementation of regional policies in line with the approaches of the European Union.
Preparing for the EU Regional Policy
According to the Chernivtsi Regional Military Administration, the “Region Ready: Practical Capacity Development for Regional Programming and Implementation in Line with EU Approaches” stage has been launched.
The programme aims to increase the level of preparedness of Ukrainian regions for accession to the European Union, including the implementation of the provisions of Chapter 22 – “Regional Policy and Coordination of Structural Instruments” – and participation in the EU’s future cohesion policy.
Development Planning for 2028–2034
As a pilot region, Chernivtsi will benefit from expert support based on the “learning by doing” principle. Participants will work on regional development strategies and action plans for 2028–2034, taking into account both national legislation and European standards and practices.
This approach is intended to strengthen the capacity of regional authorities to translate development priorities into programmes and projects tailored to the needs of local territories.
New Approaches to Regional Development
During the launch meeting, new approaches to regional programming were presented and discussed in the context of the European integration process. Key areas include setting priorities based on community needs, improving interinstitutional coordination, developing partnerships and monitoring results.
The programme also places emphasis on transparent management processes and the efficient use of regional development instruments.
Participation of the Chernivtsi Regional Authorities
Representatives of the eight regions involved in the programme, experts in decentralisation and regional development, as well as representatives of the U-LEAD with Europe programme, participated in the event.
Chernivtsi Region was represented online by Ruslan Osipenko, Head of the Chernivtsi Regional Military Administration, his deputy Oksana Simak, and heads of subdivisions of the regional administration.
Memorandum on Participation in the Programme
Following the meeting, Ruslan Osipenko and a representative of the relevant ministry signed a memorandum of understanding on the participation of Chernivtsi Region in the “Region Ready” programme. The document formalises the region’s involvement in activities aimed at strengthening administrative capacity and regional planning.
Skills for Regional Development and European Integration
According to the regional administration, participation in “Region Ready” will contribute to the development of practical skills in regional planning, strengthening cooperation between authorities and partners, and preparing strategic development documents in line with European principles.
For Chernivtsi Region, the programme also represents an opportunity to adapt its planning and implementation instruments to the requirements of the European Union’s future regional policy.
