A legislative proposal regarding the union of Romania and the Republic of Moldova has been tacitly adopted by the Chamber of Deputies and will move to the final vote in the Senate, after the debate and voting deadline expired, according to the announcement made in plenary.

The decision has sparked intense discussions, given the unusual nature of the legislative initiative and the procedural steps through which it advanced in Parliament.

Tacit adoption in the Chamber of Deputies

According to parliamentary procedure, the bill was considered tacitly adopted in the Chamber of Deputies after the legal 45-day deadline for debate and final vote expired, as the first chamber seized.

The announcement was made in plenary by the presiding officer, Natalia Intotero, who confirmed that the procedural deadline had been exceeded.

What the legislative proposal provides

According to the tacitly adopted version, the document states that the Parliament of Romania “decides the union of Romania with the Republic of Moldova” and outlines steps for initiating institutional measures to implement this decision.

The text also provides that the Government would initiate negotiations with the authorities in Chișinău, while relevant international institutions, including the EU, NATO, the UN, and the USA, would be notified afterwards.

The initiative also refers to the principles of the Helsinki Final Act, which allows for the possibility of changing borders through peaceful and diplomatic means.

Parliamentary initiative submitted by S.O.S. Romania lawmakers

The proposal was initiated by a group of 16 deputies and one senator, members of the S.O.S. Romania party.

Although it passed the Chamber of Deputies through tacit procedure, the bill is not yet law, as it still must be debated and subjected to a decisive vote in the Senate.
