Department for Romanians Abroad Selects Organizations to Support the Implementation of the Romanian-Language Education Programme in Ukraine

Selection Process for the Implementation of the Educational Programme

The Department for Romanians Abroad (DRP) has launched the selection process for organizations that will participate in the implementation of the “Supporting Education in the Romanian Language in Ukraine – 2026” Programme. Through partner organizations, scholarships will be awarded to pupils and students, while financial support will be provided to teachers who teach Romanian or subjects in Romanian in Ukraine.

The programme aims to support education in the Romanian language and Romanian communities in Ukraine by providing financial assistance to both beneficiaries within the education system and teachers involved in teaching the Romanian language.

Who Can Participate in the Selection Process

Associations, foundations and other non-governmental organizations representing Romanian communities in Ukraine may participate in the selection process, provided that they are legally and fiscally registered in the country.

Candidate organizations must carry out activities relevant to preserving and promoting Romanian linguistic and cultural identity. Through their involvement, DRP seeks to ensure effective local management of the process of identifying beneficiaries and preparing the required documentation.

Three Components of Support

Interested organizations may apply for one, two or all three components of the programme.

The first component consists of scholarships for ethnic Romanian pupils. The second provides financial support for teachers, while the third component consists of scholarships for students who attended courses offered by Romanian language departments or lectorates in Ukraine during the 2025–2026 academic year.

Thus, the programme covers several levels of the education system and aims to support both direct beneficiaries of Romanian-language education and the teachers who contribute to its delivery.

Scholarships for Ethnic Romanian Pupils

In the case of pupils, the programme is aimed at those enrolled in grades I–IV and grade X, who have studied at educational institutions in Ukraine where Romanian is used as the mother tongue or where certain subjects are taught in Romanian.

Through this component, financial support is intended for pupils who receive Romanian-language education within the Ukrainian education system.

Partner organizations will be responsible for identifying eligible pupils and assisting with the preparation and verification of the documents required for the awarding of scholarships.

Support for Students at Romanian Language Departments and Lectorates

The programme also includes a component dedicated to students who attended courses offered by Romanian language departments and lectorates during the 2025–2026 academic year.

Beneficiaries will be identified within university centers and pedagogical institutes in Chernivtsi, Izmail and Uzhhorod, where academic structures dedicated to the study of the Romanian language operate.

This component aims to support students involved in the study of Romanian at higher education institutions in Ukraine.

Financial Support for Teachers

The third component of the programme is intended for teachers in Ukraine who, during the 2025–2026 academic year, taught Romanian or subjects in Romanian.

The financial support is intended for teachers directly involved in the Romanian-language education process and complements the support measures aimed at pupils and students.

By including teachers in the programme, the support scheme covers both the beneficiaries of education and the staff responsible for delivering educational activities in Romanian.

Role of Partner Organizations

Organizations selected by DRP will play an important operational role in implementing the programme at the local level. They will identify eligible beneficiaries, collect and verify the required documents, and enter the relevant information into the application provided by the funding authority.

Partner organizations will also centralize the applications and facilitate communication between DRP and the beneficiaries of scholarships or financial support.

As part of these activities, the organizations will be responsible for informing potential beneficiaries about eligibility criteria, required documents, submission deadlines and payment procedures.

Remuneration for Application Preparation

For preparing and managing the documentation, the selected partner organizations will receive 10 lei for each application approved by the DRP commission.

The remuneration is provided for the administrative activities carried out by the organizations in preparing, verifying and submitting beneficiaries’ documents.

Documents Required for Candidate Organizations

The organization’s application file must include a series of administrative and legal documents. These include the application form, the organization’s statute, documents certifying its legal and fiscal registration in Ukraine, identification documents and CVs of the legal representative and project officer, as well as the declarations requested by DRP and the organization’s bank statement.

Documents drafted in Ukrainian must be accompanied by Romanian translations certified by the organization’s legal representative.

Local Implementation of the Programme

Selected organizations will manage locally the process of preparing and submitting beneficiaries’ applications. They will also serve as a liaison between Romanian communities in Ukraine and the Department for Romanians Abroad throughout the implementation of the programme.

Through its cooperation mechanism with community organizations, DRP seeks to facilitate access for eligible pupils, students and teachers to the forms of support provided under the “Supporting Education in the Romanian Language in Ukraine – 2026” Programme.
