EU Invests in Connecting Ukraine to European Infrastructure: Lviv and Odesa Become Priorities of the New TEN-T Corridors

The integration of Ukraine’s railway network into the European transport system is emerging as one of the most significant infrastructure projects of post-war reconstruction and a strategic pillar for the economy of Eastern Europe

The European Union is accelerating Ukraine’s integration into the continental transport infrastructure through the development of railway networks compatible with European standards, a process considered essential both for the country’s economic reconstruction and for strengthening regional connectivity.

The European Commission is encouraging Kyiv to intensify investments in European-gauge railway lines so that Ukraine’s major economic and logistics hubs can be directly connected to the EU network. The first projects are already under implementation, while the next strategic objectives are Lviv and Odesa, two critical centers for trade, mobility and economic development.

The announcement was made by the European Commission’s Director-General for Mobility and Transport, Magda Kopczyńska, during the Ukraine Recovery Conference (URC 2026), held on 25–26 June in Gdańsk, Poland.

“It will take some time, but I am convinced that creating this physical connection and infrastructure will have a significance far greater than a symbolic one,” the European official stated, emphasizing that extending European infrastructure into Ukraine constitutes a strategic investment in the continent’s economic and geopolitical future.

Transforming Ukraine’s Railway Infrastructure

Ukraine currently operates a railway system built on the broad gauge of 1,520 mm inherited from the Soviet era, while most European Union member states use the standard 1,435 mm gauge.

For decades, this technical difference has represented a major barrier to logistics and trade integration between Ukraine and European markets. Freight transport still requires additional border operations such as bogie replacement or cargo transshipment, resulting in higher costs and longer transit times.

By adopting European standards, Ukrainian authorities seek to eliminate these bottlenecks and gradually integrate the country into continental logistics corridors.

The first tangible results have already been achieved.

Ukraine has completed the first 23 kilometers of European-gauge railway between Chop and Uzhhorod, close to the EU border. This section represents the first concrete step toward creating infrastructure fully compatible with the European railway system.

Construction is currently progressing toward Lviv, one of western Ukraine’s key industrial and economic centers, while the next stage will extend the network to Odesa, the country’s main Black Sea port and a vital gateway for Ukrainian exports.

TEN-T – The Infrastructure Reshaping EU–Ukraine Economic Relations

These projects form part of the expansion of the Trans-European Transport Network (TEN-T), the EU’s flagship initiative designed to create an integrated and efficient transport infrastructure across the continent.

For Brussels, integrating Ukraine into TEN-T goes beyond railway modernization. It is a fundamental component of European integration and an instrument for connecting Ukraine’s economy more closely with the European Single Market.

The new corridors will enable freight and passenger trains to move directly between Ukraine and EU member states without additional border procedures.

From an economic perspective, the impact could be substantial.

Lower logistics costs, shorter delivery times and increased export capacity could revitalize Ukraine’s industrial, agricultural and commercial sectors at a time when economic recovery requires large-scale investment and improved access to international markets.

At the same time, modernized infrastructure could transform Ukraine into a strategic transport hub linking the European Union, the Black Sea region and the Caucasus.

Military Mobility: A New Dimension of European Infrastructure

Beyond its economic benefits, the project also has an increasingly important security dimension.

Ukraine’s Deputy Minister for Communities and Territories Development, Oleksii Balesta, stated that wartime experience has demonstrated the need to plan infrastructure from the perspective of military mobility.

According to him, the Soviet-era broad gauge also represents a strategic vulnerability, while interoperability with European infrastructure can strengthen resilience and regional responsiveness.

Military mobility has become one of the European Union’s priorities in recent years, reflecting efforts to adapt transport infrastructure to the continent’s evolving security challenges.

The European Network Is Planned to Extend as Far as Mariupol

An important aspect of the European strategy is that long-term TEN-T planning encompasses Ukraine’s entire internationally recognized territory.

Consequently, European infrastructure plans also include Mariupol, a city under Russian occupation since 2022, sending a political and strategic message regarding the EU’s commitment to Ukraine’s reconstruction and reintegration.

In essence, Brussels is not merely designing a railway network but laying the foundations of a post-war Ukrainian economy deeply integrated into the European market.

Nearly $18 Million for Ukrzaliznytsia Modernization

The railway integration process is also benefiting from international financial support.

Ukrainian Deputy Prime Minister Oleksii Kuleba announced that nearly $18 million has been secured for projects implemented by the state railway company Ukrzaliznytsia, aimed at strengthening infrastructure and accelerating integration into the European transport system.

Although modest in comparison with overall reconstruction needs, this funding signals the willingness of international partners to support infrastructure projects considered crucial for Ukraine’s economic recovery.

Opportunities for Moldova and the Black Sea Region

For the Republic of Moldova, the extension of European transport corridors toward western and southern Ukraine could generate significant economic opportunities.

Connecting Odesa to the TEN-T network and developing new regional logistics routes may stimulate trade flows, multimodal transport and investment in logistics, warehousing, port infrastructure and related services.

Within the broader framework of Ukraine’s reconstruction, the development of European transport infrastructure may become one of the main drivers of economic growth across Eastern Europe, strengthening ties between the European Union, Moldova and the Black Sea region.

More than a technical undertaking, the expansion of TEN-T toward Lviv and Odesa demonstrates that Ukraine’s economic integration into Europe is already underway, with infrastructure becoming a fundamental instrument for reconstruction, competitiveness and continental security.
