European Union Allocates €1.9 Billion Support Plan for Moldova

The European Parliament and EU member states have reached an agreement on a new support plan for the Republic of Moldova, valued at €1.9 billion. European Commissioner for Enlargement, Marta Kos, stated at the conclusion of negotiations that the adoption of this plan demonstrates the EU’s commitment as a reliable partner for Moldova

The negotiators agreed to allocate €520 million in grants – an increase of €100 million compared to initial proposals – alongside €1.5 billion in low-interest loans. This adjustment ensures that Moldova can implement reforms without accumulating unsustainable debt.

The mechanism also includes an 18% pre-financing allocation from the total support, compared to the 7% initially proposed. This change will allow rapid mobilization of resources to address energy security, anti-corruption infrastructure, and modernization of public services.

A 20% share of the grant funds will be dedicated to strengthening institutions in Moldova through digital governance systems, public official training, and judicial reforms, which are prerequisites for efficient management of EU funds.

To ensure full parliamentary oversight, the agreement establishes a dialogue between the European Parliament and the European Commission to regularly review the progress of implementation.

Additionally, voluntary contributions in the form of external revenues from other donors, such as international financial organizations, will be available to provide further financial support to Moldova.

The €1.9 billion support plan provided by the European Union to Moldova highlights the EU’s role as a trusted partner for the country. Commissioner Marta Kos emphasized, “In turbulent times, trusted friends matter. We have just concluded the trilogues on Moldova’s Growth Plan: €1.9 billion to stimulate economic growth, strengthen reforms, and anchor a free Moldova within the European Union. This shows that the EU is a trusted partner for the people of Moldova.”
