Gdańsk Conference Mobilizes Over €10 Billion in Investments for Ukraine’s Reconstruction
Ukraine secures financial and investment commitments exceeding €10 billion at the Ukraine Recovery Conference held in Gdańsk, Poland.
The event brought together governments, international financial institutions, and investors, reaffirming the international community’s commitment to supporting the reconstruction of Ukraine’s economy and infrastructure damaged by the war.
The two-day conference, held in the port city of Gdańsk, aimed to mobilize the resources required for Ukraine’s post-war reconstruction. The event gathered approximately 7,500 participants, representing nearly 70 official delegations and 30 international organizations. The Ukrainian delegation was led by Prime Minister Yulia Svyrydenko, while President Volodymyr Zelenskyy did not attend.
More than 160 agreements signed for infrastructure, energy, and development
More than 160 agreements were concluded during the conference to finance projects essential to Ukraine’s recovery. The agreements cover key sectors including infrastructure, transport, housing, energy, defense, and financial support.
Among the most significant commitments are the disbursement of the first €3.2 billion tranche of the European Union’s loan package for Ukraine, as well as a $3.4 billion agreement concluded with the World Bank.
Participants also agreed to launch a European fund dedicated to Ukraine’s reconstruction, establish a new financing mechanism for the transport sector, implement a €140 million housing programme, and sign an agreement with the European Investment Bank to restore road infrastructure in regions located near the frontline.
Nearly €2 billion allocated for energy projects
The energy sector was one of the conference’s top priorities. According to Ukrainian Energy Minister Denys Shmyhal, 28 agreements worth nearly €2 billion were signed to strengthen energy security and develop new power generation capacities.
Among the announced initiatives is the intention of the Export-Import Bank of the United States to provide $300 million in financial support for the procurement of equipment and services for the state-owned company Naftogaz.
In addition, German developer Notus Energy will receive a €65 million loan to build a 120 MW wind farm.
Major investments in renewable energy
Ukrainian energy company DTEK and the American group GE Vernova have agreed to develop a combined-cycle gas turbine (CCGT) power plant with an installed capacity of 650 MW. The investment is estimated at approximately €900 million.
Meanwhile, IFC, the EBRD, BSTDB, BII Ukraine, and Swedfund signed a €191.2 million financing agreement for the development of a 189 MW wind power plant. The project will be implemented by companies within the Halnaftogaz Group.
EBRD launches the RAMP-UP programme
The European Bank for Reconstruction and Development (EBRD) also signed letters of intent with Germany and Norway for contributions of €45 million and €10 million, respectively, to support the RAMP-UP programme.
Developed jointly with the World Bank, the initiative aims to install approximately 1 GW of new renewable energy generation capacity and has the potential to mobilize an additional €1.5 billion in investments for Ukraine’s energy sector.
