Grant Program for Youth Organizations 2026 — Economic and Social Opportunities for the Youth Sector in the Republic of Moldova

The National Youth Agency (ANT), in collaboration with the Ministry of Education and Research (MEC), has been implementing since 2023 the programme called “Grant Program for Youth Organizations”, with the purpose of providing financial and logistical support to the youth sector in the Republic of Moldova.


Context and economic significance

Through this programme, the state invests in the activities of youth organizations, which can generate several economic effects:

  • increase in human capital: young people receive training, career guidance, new skills → greater contribution to the labour market.
  • stimulation of entrepreneurship and innovative initiatives: by supporting self-employment or research, the programme can encourage the creation of start-ups or independent activities among young people.
  • social cohesion and inclusion: by involving vulnerable young people, minorities or those from areas with underdeveloped services, the economic risks associated with exclusion are reduced.
  • territorial development: by financing local and regional projects, activity hubs can be created, events can occur, and local demand for services can arise, producing a microeconomic effect in communities.

Thus, the programme is not only a social action but also an investment in the social-economic infrastructure of youth.

Who can apply

According to the programme guide:

  • eligible are non-commercial youth organizations from the Republic of Moldova that have legal personality and whose statutory purpose is oriented towards the personal development of young people and their integration into public life.
  • organizations must provide their own co-financing of at least 20% of the total project value, as well as partnerships or agreements with other local/international institutions or donors.

General priorities for 2025 (and applicable for 2026)

The programme is oriented towards implementing the youth sector strategy “Youth 2030” and other national policy documents.

The priorities are the following:

  1. Transition to employment and professionalization
    • Vocational training, skills development (including soft skills), financial education.
    • Support for young researchers, technological initiatives.
  2. Transition to a healthy and inclusive lifestyle
    • Mental and physical health, sports, recreational activities, social inclusion for vulnerable groups.
  3. Transition towards democracy and European integration
    • Civic engagement, leadership, European values, mobility, digital literacy.
  4. Transition towards culture, identity and sustainability
    • Valorisation of cultural heritage, intercultural dialogue, education for sustainability, engagement of the diaspora.

These priorities also reflect an economic logic: from workforce training, to the green economy, to inclusion — all elements that contribute to sustainable development.

Specific conditions of the programme

Notable conditions include:

  • To encourage organizational diversification, funds of up to 1.5 million lei are allocated for organizations that have not previously received financing through this competition.
  • Priority is given to projects that include at least 15% of final beneficiaries who are young people from disadvantaged backgrounds, NEET youth (“Not in Education, Employment or Training”), or ethnic minorities.
  • Priority for projects implemented in administrative-territorial units (UATs) where youth services/policies are underdeveloped.
  • Definitions: local projects (1 UAT of level II or more?), regional (2–7 UATs) and national (>8 UATs or 3 regions).
  • Charging participation fees for activities financed by the programme is prohibited — which ensures broad and equitable access.

Grant amount offered

According to the document:

  • Local projects may have a maximum budget of 200,000 lei.
  • Regional projects — maximum budget 400,000 lei.
  • National projects — maximum budget 600,000 lei.

These ceilings allow projects to be scaled by geographic reach and impact. From an economic perspective, a grant of this size can efficiently generate activities with local/regional added value, employment and social engagement.

Application process

The deadline for submitting the complete application file is 15 November 2025.

The file must include, among other things:

  • the application form,
  • detailed budget,
  • organization CV, project coordinator CV,
  • proof of co-financing of at least 20%,
  • legal registration, tax certificate showing no debts,
  • financial report for the last 2 years,
  • proof of partnerships or third-party funding sources.

These requirements raise the standard of project professionalism and, on the other hand, ensure efficient use of public funds.

Estimated economic impact and benefits

From the economic-social perspective, the programme can produce the following benefits:

  • Increase in employment opportunities for young people: through training, career counselling, skills development, young people become more competitive on the labour market.
  • Stimulation of entrepreneurship and independent activities: youth organizations can create local ecosystems of economic initiatives, contributing to job creation.
  • Reduction of social and economic exclusion: including young people from disadvantaged backgrounds and minorities can lower medium/long-term social costs and can increase consumption and economic participation.
  • Regional development and territorial balancing: by financing local/regional projects, economic activity is stimulated in areas with service deficits — which can reduce internal or external migration.
  • Promotion of the green economy and sustainability: through priorities related to education for sustainability, greening, and diaspora involvement, conditions are created for sustainable investments and businesses.
  • Added value in the NGO/association sector: strengthening youth organizations creates a more robust non-profit sector capable of attracting further resources (donors, partnerships), which expands the multiplier effect of the grants.

Possible challenges and recommendations

Alongside opportunities, there are challenges that deserve attention:

  • Organizational capacity to implement: small organizations may face difficulties in preparing the application, monitoring, financial reporting. Recommendation: provide pre-application training sessions.
  • The 20% co-financing can be a barrier for organizations from less developed areas; recommendation: access to mentoring or facilitation of local partnerships.
  • Measuring impact: to demonstrate economic benefits, organizations should include clearly defined indicators (e.g., number of young people employed, business initiatives launched, local savings generated).
  • Sustainability of projects after grant completion: the recommendation is that projects plan continuity measures (e.g., generating own revenue, public-private partnerships).
  • Territorial balance: although underdeveloped areas are prioritized, it should be monitored whether funds actually reach areas with high needs and not only already favoured centres.

Conclusion

The Grant Program for Youth Organizations represents a strategic investment in the human, economic and social capital of the Republic of Moldova.
