In Ukraine, Authorities and the Hungarian Community Discuss Solutions in Uzhhorod to Protect Minority Rights in Zakarpattia

Institutional Dialogue on the Rights of National Minorities

A new round of discussions dedicated to protecting the rights of national minorities in Ukraine was held in Uzhhorod, Zakarpattia Region, in the context of Ukraine’s efforts to align its legislation and national practices with European standards and its path towards European Union accession.

The roundtable was organized by the Ukrainian Ombudsman’s Office and brought together representatives of Ukrainian and European institutions, regional and local authorities, as well as members of national communities and civil society.

The meeting focused on identifying concrete solutions to strengthen mechanisms for protecting minority rights and improve cooperation between state institutions and ethnic communities.

The Hungarian Community in Zakarpattia at the Centre of Discussions

A significant part of the meeting was dedicated to the situation of the Hungarian community in Zakarpattia and the identification of practical measures to guarantee and protect its rights.

Participants addressed several areas relevant to the life of the community, including linguistic and educational rights, the protection of cultural heritage, as well as institutional mechanisms through which national communities can benefit from support.

The discussions took place as Ukraine adapts its legislative framework and administrative practices to European standards, including with regard to protecting the rights of persons belonging to national minorities.

Linguistic Rights and Education among the Main Topics

Particular attention was paid to rights related to the use of native languages and education in the languages of national minorities.

The discussions examined aspects related to the operation of educational institutions in Zakarpattia, as well as the need to identify solutions to issues raised by students, teachers and community representatives.

Education is one of the areas where the protection of linguistic rights has a direct impact on preserving the cultural and linguistic identity of national communities.

Assessment of Visits to Schools in Zakarpattia

Another important point of the roundtable was the assessment of joint visits carried out by ombudsman teams to educational institutions in Zakarpattia Region.

During these visits, representatives of the relevant institutions examined how the educational process is conducted, held direct discussions with students and teaching staff, and identified issues requiring further intervention or solutions.

The experiences and observations collected during the visits are to be incorporated into a broader analysis concerning respect for minority rights in the field of education.

Community Concerns and Needs Presented Directly

Representatives of the Hungarian community also had the opportunity to present the problems and needs they face in various areas.

The discussions provided a framework for conveying the community’s concerns directly to the authorities and for examining potential measures to address the situations identified.

According to the organizers, direct dialogue between representatives of public institutions, national communities and civil society is important for identifying solutions that can be implemented at regional and local levels.

Conclusions to Be Translated into Practical Measures

The conclusions reached during the roundtable, as well as those formulated during visits to educational institutions in Zakarpattia, are expected to serve as a basis for the development and implementation of practical measures in communities across the region.

The process is part of a broader institutional dialogue on protecting the rights of national minorities and aligning national practices with European standards.

In Zakarpattia, where several ethnic communities live, strengthening this dialogue may contribute to developing more effective mechanisms for cooperation between authorities and community representatives, as well as to identifying solutions to issues raised in the areas of education, culture and the use of minority languages.
