Republic of Moldova Accelerates the Digitalization of Public Services: Electronic Governance Agency Signs Three Strategic Partnerships
Three Partnerships to Accelerate Digital Transformation
The Electronic Governance Agency (AGE) has concluded three cooperation agreements with UNDP Moldova, UN Women and the Competitiveness Improvement Project Implementation Unit, financed by the World Bank Group. The partnerships aim to accelerate the digital transformation of the Republic of Moldova, expand online public services and facilitate citizens’ and companies’ access to modern digital solutions.
The agreements were signed on the occasion of AGE’s 16th anniversary and support the authorities’ objective of achieving 100% digital transformation by 2030.
70% of Public Services Are Already Digitalized
According to AGE, approximately 70% of public services in the Republic of Moldova are currently digitalized. For the business sector, this share exceeds 80%, while the digitalization rate of services intended for citizens has surpassed 60%.
AGE Director Nicoleta Colomeeț emphasized that the next stage involves not only digitalizing services, but also interconnecting them, so that citizens and companies can more easily access the solutions they need, depending on different situations and stages of life.
Cooperation with UNDP on Digital Infrastructure and Security
The Memorandum signed with UNDP Moldova provides for strengthening digital governance and data infrastructure, increasing the interoperability of public systems and enhancing cybersecurity.
The partnership also includes the development of digital skills among public institutions, citizens and entrepreneurs. Local public administration will play an important role through the expansion of the e-APL platform and the integration of local services into the national digital infrastructure.
At the same time, the authorities aim to expand assisted access to electronic services through the Unified Public Service Provision Centres (CUPS), including in rural communities. The cooperation will also focus on the responsible use of data and emerging technologies, including artificial intelligence.
More Accessible Digital Services for Women
The agreement signed with UN Women focuses on integrating gender equality principles into the development of digital services and policies.
One of the main areas of cooperation is the development of the “Life Events” module within the EVO portal. The first categories targeted include starting a business, returning home and starting a family. Through this approach, public services required at a particular stage of life will be brought together into a single process, based on users’ needs rather than on the structure of the institutions providing those services.
The partnership also aims to strengthen women’s digital skills, facilitate their access to digital services and tools, support financial inclusion and promote entrepreneurship.
Another objective is to increase online safety and prevent discrimination, digital risks and gender-based violence in the virtual environment.
Digitalization of Services for the Business Sector
The third partnership, signed with the Competitiveness Improvement Project Implementation Unit, financed by the World Bank Group, focuses primarily on expanding digital public services for companies.
The cooperation will support the development of digital government services for entrepreneurs at both central and local levels, as well as the creation of artificial intelligence-based tools. It also provides for the operationalization of the government support service and the development of the infrastructure required for the certification of the EVO digital identity wallet and the remote identification system.
Reducing Bureaucracy through Data Integration
An important objective of the partnership is to create integrated access points to services and data for citizens, entrepreneurs and institutions.
By interconnecting systems, the authorities aim to reduce situations in which individuals and companies are required to repeatedly submit the same information and documents to multiple institutions.
According to Aureliu Casian, Director of the Project Implementation Unit, digitalization should help reduce the administrative burden and make interactions between companies and public authorities faster, simpler and more transparent.
EVO, the Main Platform for Digital Public Services
The EVO portal serves as the official single point of information and access to public services in the Republic of Moldova. According to AGE, the platform provides information on 636 public services, 447 of which can be requested online.
The portal also allows users to submit petitions and requests for access to information to public institutions, while EVO is connected to the eDemocracy platform.
Savings of More Than 853 Million Lei
The digitalization of public services is already generating significant economic benefits. According to estimates presented by AGE, the use of digital public services generated savings of more than 853 million lei in 2025.
These savings are mainly driven by the reduction in the time required both for institutions to provide services and for citizens and companies to access them. The new partnerships aim to expand these benefits and accelerate the Republic of Moldova’s transition towards fully digital public services.
