Republic of Moldova Opens Negotiations on Cluster 6 with the European Union: A Strategic Step Toward Economic Integration and Stronger External Relations
The Republic of Moldova marked another important milestone on its European integration path on Monday, 14 July, with the Third Intergovernmental Conference between the Republic of Moldova and the European Union, held in Brussels
The meeting officially opens negotiations on Cluster 6 – External Relations, one of the key pillars of Moldova’s accession process to the European Union.
The conference confirms the steady pace of Moldova’s accession negotiations and demonstrates the country’s commitment to implementing the reforms required for full integration into the European Union.
Cluster 6 – A Strategic Component of the Accession Process
The Moldovan delegation is led by Acting Prime Minister Eugeniu Osmochescu, who will present the Government’s official negotiating position and the commitments undertaken by the Republic of Moldova.
During the conference, the Council of the European Union will present the common position of the Member States regarding Cluster 6, while the Moldovan side will outline the measures taken to align national legislation with the EU acquis.
Cluster 6 includes two negotiating chapters:
- Chapter 30 – External Relations
- Chapter 31 – Foreign, Security and Defence Policy
These chapters establish the framework through which Moldova will gradually align its commercial, economic and foreign policy with that of the European Union, strengthening its role within the European security and cooperation architecture.
Direct Economic Implications for the Republic of Moldova
From the Moldova Invest perspective, the opening of negotiations on Cluster 6 is much more than a technical step in the accession process. It sends a strong signal to investors and international business partners regarding the country’s strategic direction and long-term policy predictability.
Alignment with the EU’s Common Commercial Policy is expected to generate significant economic benefits, including:
- broader access for Moldovan exporters to the European Single Market;
- increased attractiveness for foreign direct investment;
- greater confidence among businesses through the gradual harmonisation of legislation with EU standards;
- stronger economic and trade cooperation with European Union Member States.
For investors, every advancement in the accession negotiations reduces perceived political and regulatory risks while strengthening the country’s investment climate.
Security Dimension – A Key Factor for Economic Development
Negotiations under Chapter 31 extend beyond foreign policy and have direct implications for economic stability.
The Moldovan authorities seek to strengthen cooperation with the European Union in security matters, participate more actively in European mechanisms designed to counter hybrid threats, and enhance national resilience.
Against the backdrop of the ongoing war in Ukraine and the evolving geopolitical environment in Eastern Europe, closer alignment with the EU’s foreign and security policy represents an additional guarantee of stability for investors and the business community.
A New Signal of Accelerating European Integration
The Intergovernmental Conference begins at 18:00 (Moldova time) and will be followed by a joint press conference featuring European Commissioner for Enlargement Marta Kos, Ireland’s Minister of State for European Affairs and Defence Thomas Byrne, and Acting Prime Minister Eugeniu Osmochescu.
The opening of negotiations on Cluster 6 confirms that Moldova’s EU accession process continues to move forward at a steady pace, with economic cooperation, trade integration and security becoming increasingly important pillars of the country’s European agenda.
Moldova Invest Perspective
For the Republic of Moldova, progress in negotiations on External Relations and Foreign, Security and Defence Policy represents a key milestone in strengthening its European profile. Beyond its political significance, this development sends a positive message to investors, international financial institutions and strategic partners, confirming Moldova’s commitment to integrating into the European Single Market and building a modern economy based on transparency, predictability and competitiveness.
In the coming months, developments within Cluster 6 negotiations will serve as an important indicator of both the pace of domestic reforms and Moldova’s ability to capitalize on the economic opportunities offered by closer integration with the European Union.
