The Partidul Nostru faction held official consultations with the leadership of the Congress of Local Authorities of Moldova (CALM) in the context of renewed discussions on the administrative-territorial reform in the Republic of Moldova

Following the meetings, the party representatives announced a broad convergence of views regarding municipalization and the need for a reform that goes beyond cosmetic adjustments of the current administrative system.

The topic has a significant economic dimension, as administrative organization directly affects public expenditure structure, local investment capacity, and the allocation of financial resources across territories.

Elimination of District Councils – Restructuring Decision Centers

The party’s president, Renato Usatîi, stated his support for the elimination of district councils, arguing that this administrative level “should no longer exist” if true and effective decentralization is the goal. According to him, the current structure maintains mechanisms through which resources and institutions remain politically controlled, limiting real local autonomy.

Economically, abolishing the district level would mean transferring competences and financial flows directly to consolidated administrative-territorial units. Supporters of the reform argue that the current system generates high administrative costs, overlapping responsibilities, and delays in the implementation of local infrastructure and public service projects.

Municipalization – Expanding Local Investment Capacity

The concept of municipalization, discussed with CALM, involves consolidating localities into stronger administrative entities capable of directly managing resources and developing large-scale projects.

Renato Usatîi emphasized the need to revise the current 20,000-inhabitant threshold for municipal status, arguing that this limit restricts access for certain localities to financial and administrative instruments. Municipalization would allow for the creation of strong local enterprises capable of acquiring modern equipment for snow removal, waste management, and other communal services, including through credit financing.

From an economic perspective, such consolidation could lead to economies of scale, more efficient budget planning, and greater attractiveness for private investors by providing more stable and predictable administrative hubs.

Budgetary Implications and Regional Balance

Administrative-territorial reform inevitably affects the local public finance system. Eliminating district councils would require redefining interbudgetary transfer mechanisms and clarifying responsibilities for infrastructure, education, social services, and public investments.

Maintaining regional balance is critical. Without clear financial solidarity mechanisms, municipalization could amplify disparities between developed localities and those dependent on central budget transfers. Therefore, any municipalization process must be supported by impact analyses and a coherent legislative framework.

Conditional Support for a “Real and Efficient” Reform

Partidul Nostru announced it will support local public administration reform only if it produces tangible effects and ensures authentic decentralization. Municipalization is presented as a solution for equitable resource distribution, high-quality public services, and more transparent local governance.

Consultations with CALM highlight the need for a structural reform, grounded in solid economic analyses and institutional consensus. In a regional context marked by budgetary pressures and the need for administrative modernization, reorganizing the administrative-territorial structure of the Republic of Moldova remains a strategic priority for long-term development.
