Republic of Moldova | The City of Florești Prepares Voluntary Amalgamation with Four Neighboring Localities to Strengthen Administrative Capacity and Economic Development

The City of Florești, Republic of Moldova, has entered the final stage of public consultations on the establishment of a new administrative-territorial unit through voluntary amalgamation with four neighboring localities.

The initiative aims to strengthen the administrative and financial capacity of the local public administration, improve the delivery of public services, and create favorable conditions for attracting investments.

The proposed administrative structure would bring together the City of Florești, the communes of Vărvăreuca and Alexeevca, as well as the villages of Mărculești and Rădulenii Vechi.

Public Consultations Ahead of the Final Decision

Ion Munteanu, Deputy Mayor of Florești, stated that the local authorities have reached the twelfth stage of the public consultation process, carried out in accordance with the methodology established for voluntary amalgamation.

According to the Deputy Mayor, residents are encouraged to actively participate in the consultations by expressing their views and submitting proposals regarding the administrative reorganization. The initial decisions launching the procedure have already been adopted, and the process is continuing according to the established timetable.

Objective: A Stronger Local Administration

Local authorities believe that the merger of the five localities will create a municipality with greater administrative and financial capacity, enabling the implementation of large-scale infrastructure projects and facilitating access to external funding and investment opportunities.

Deputy Mayor Ion Munteanu emphasized that all the participating localities are located in the immediate vicinity of Florești, and that their agreement to the amalgamation creates the foundation for a more efficient, competitive, and sustainable local administration.

Final Decision Expected by the End of the Month

The local administration estimates that the final decision on the voluntary amalgamation will be submitted for approval to the Florești City Council by the end of this month.

If approved by the councilors, the new administrative-territorial unit will enter the implementation phase in accordance with the legal framework governing voluntary administrative reorganization.

Mixed Reactions Among Residents

The initiative has generated mixed opinions within the community. Many residents believe the reform could accelerate infrastructure modernization, improve public services, and create new opportunities for local economic development.

At the same time, some residents have expressed concerns that the concentration of administrative services in the City of Florești could make access more difficult for people living in the surrounding villages.

Others believe that additional information is needed before they can form a clear opinion, calling for more detailed explanations regarding the organization, responsibilities, and practical functioning of the future local administration.

Government Financial Support for Voluntary Amalgamation

To encourage voluntary amalgamation, the Government of the Republic of Moldova has introduced a financial support package for participating local authorities.

The package provides an allocation of 3,000 Moldovan lei for each resident of the newly established administrative-territorial unit, funding for infrastructure projects, as well as up to one million Moldovan lei to support the preparation and implementation of the amalgamation process.

In addition, the newly established municipality will receive annual financial support from the state for a period of three years, facilitating the transition process and strengthening the administrative capacity of the new local authority.
