Russia Sets Economic and Strategic Conditions for Peace in Ukraine: Donbas and NATO Remain Key Obstacles

Russia recently conveyed, through a private communication to the White House known as a “non paper,” the conditions under which it would accept a peace agreement with Ukraine.

According to U.S. sources cited by Reuters, Moscow demands full control over the Donbas region and opposes the deployment of NATO troops on Ukrainian territory, directly affecting European security plans.

These developments come amid tense negotiations. Last week, former U.S. President Donald Trump met with Volodymyr Zelensky, with discussions marked by disagreements over the future of Donbas. Kyiv categorically rejected the proposal to cede the region, even in exchange for smaller areas from Zaporizhzhia and Kherson.

From an economic and strategic perspective, controlling Donbas carries significant implications. The region is a major industrial and mining center, and its loss could impact Ukraine’s capacity to restore energy and industrial infrastructure, as well as local trade flows. Meanwhile, Russia’s demand to exclude NATO from Ukraine raises risks for international investments and partnerships dependent on regional security.

A White House official told BBC that no immediate meeting between Trump and Putin is planned, although the U.S. president previously indicated that a high-level discussion could take place in Budapest in the coming two weeks.

In the medium term, peace negotiations in Ukraine remain a major uncertainty for the regional and global economy. Without a consensus, the region remains a vulnerable point, with direct implications not only for security but also for long-term economic stability.
