The Dniester Water Crisis Becomes a Regional Challenge. Moldova and Ukraine Seek Joint Solutions to Safeguard Water Security

The rapid decline in the water level of the Dniester River is turning one of Eastern Europe’s most important water resources into a strategic challenge for both the Republic of Moldova and Ukraine

As the hydrological situation continues to deteriorate, an official Moldovan delegation led by Minister of Environment Gheorghe Hajder visited the Ukrainian city of Khotyn to assess the impact of the dramatic drop in water levels and discuss joint response measures.

The visit comes at a time when specialists warn that prolonged drought and climate change are increasing the risks to water supply for hundreds of thousands of people on both sides of the border.

The Dniester – A Strategic Resource Under Growing Pressure

According to Khotyn Mayor Andrii Dranciuk, the water level of the Dniester continues to decline rapidly, and the issue extends far beyond the city’s administrative boundaries.

He stressed that the situation affects not only Ukrainian communities located along the river but also the Republic of Moldova, where the Dniester is the primary source of drinking water for numerous communities and a key component of the country’s water and economic security.

“This is no longer just Khotyn’s problem. It is a shared challenge for both countries and for hundreds of thousands of people who rely on the Dniester every day,” the mayor emphasized.

Moldovan Delegation Visits Khotyn to Assess the Situation

The Moldovan delegation included representatives of the Ministry of Environment, led by Minister Gheorghe Hajder, together with Ukrainian officials responsible for water resource management.

Participants included:

• Ihor Hopceak, Head of the State Agency of Water Resources of Ukraine;
• representatives of the Basin Water Resources Administration;
• Mykola Nastiuk, Head of the Chernivtsi Regional Hydrometeorological Center.

The officials reviewed the hydrological situation in the Dniester basin and inspected the areas most affected by the river’s retreat.

Water Supply in Khotyn Under Threat

One of the delegation’s main stops was the water intake facility that provides centralized water supply for the city of Khotyn.

Local authorities explained that the city depends almost entirely on water extracted from the Dniester, making any significant decrease in river levels a direct threat to public water supply.

The delegation also visited the area surrounding the historic Khotyn Fortress, where the retreat of the river is particularly visible.

Climate Change and Prolonged Drought Are Intensifying the Crisis

According to Ukrainian authorities, the main causes of the current situation are:

• prolonged lack of precipitation;
• reduced inflow into the Dniester reservoir;
• high temperatures and increasingly severe climatic conditions.

Forecasts issued by the Ukrainian Hydrometeorological Center indicate that no improvement is expected during August. On the contrary, experts anticipate that water levels will continue to decline.

Under these circumstances, Khotyn’s municipal utility company is working continuously to maintain uninterrupted water supply for residents.

A Regional Challenge with Economic Consequences

For the Republic of Moldova, developments on the Dniester have implications that go far beyond environmental concerns. Declining water resources may affect drinking water supply, agriculture, industry, energy production, and the resilience of critical infrastructure.

Against the backdrop of climate change and increasingly frequent droughts, cross-border cooperation between Moldova and Ukraine in managing the Dniester River Basin has become an essential pillar of regional security.

The official visit to Khotyn sends a clear message that water resource management is no longer merely a local environmental issue, but a strategic priority requiring institutional coordination, continuous hydrological data exchange, and joint policies to protect one of the region’s most valuable rivers.
