The Republic of Moldova Implements the Legal Framework for the Automated Exchange of Forensic Data with the EU

The Republic of Moldova is preparing to implement a mechanism for the automated exchange of DNA and fingerprint data with European Union Member States in order to strengthen international police cooperation.

To this end, the Ministry of Internal Affairs has drafted a government decision, currently subject to public consultations, aimed at aligning national legislation with the provisions of the European Prüm II Regulation.

Automated Comparison of DNA Profiles and Fingerprints

According to the draft, Moldovan authorities will be able to carry out automated searches and comparisons of DNA profiles and fingerprint data with the competent authorities of EU Member States. The exchange of information will be conducted through interoperable information systems and via a designated single point of contact.

Personal Data Protection

At the initial stage, requests and responses will contain only the data necessary for conducting automated checks, without disclosing the identity of the individuals concerned. If a match is identified between the compared datasets, the result will be manually verified by a specialist before being officially confirmed to the requesting authority. Personal data may subsequently be shared only within the framework of international legal cooperation procedures and in accordance with the applicable legislation.

Security and Quality Standards

The draft introduces strict requirements regarding the quality and security of the information exchanged. DNA profiles and fingerprints will be required to comply with the technical standards applied at the European level and will undergo verification procedures prior to transmission. Furthermore, data exchanges will take place through secure channels and encryption mechanisms designed to protect sensitive information.

According to the authorities, the new measures will ensure better compatibility between national and European systems, contributing to more efficient crime prevention, investigation, and law enforcement activities, as well as strengthening cooperation between the Republic of Moldova and the Member States of the European Union.
