The Republic of Moldova Strengthens Its Capacity to Manage European Funds Through a Training Partnership with Romania

The Republic of Moldova continues to invest in the training of public administration specialists to strengthen the institutional capacity required for European integration and effective access to European Union funding.

Specialists from the North Regional Development Agency (ADR Nord) and the Ministry of Infrastructure and Regional Development (MIDR) are participating in a professional training program focused on project management, as part of the Republic of Moldova’s efforts to prepare for the efficient absorption of European funds and to advance its European Union accession process.

Training Program Organized in Partnership with Romania

Nine experts from ADR Nord and two representatives of MIDR completed the theoretical component of the “Project Manager” training program, delivered online by the North-East Regional Studies Centre in Piatra Neamț, an institution established by Romania’s North-East Regional Development Agency.

The training program is part of the project “Support from the Central European Initiative for Regional Development Policy in the Context of the Republic of Moldova’s EU Integration through Know-How Exchange with the North-East and West Regional Development Agencies.” The initiative aims to strengthen the institutional capacities required for the effective management of European Union funds.

Building Expertise in European Project Management

During the six-day training course, participants explored every stage of the project management cycle, from identifying funding opportunities and assessing project feasibility to planning, implementation, monitoring, and project completion.

The curriculum covered key topics including time and budget management, public procurement, risk and quality management, project team coordination, leadership, change management, organizational communication, and conflict resolution.

Certification and Institutional Capacity Building

The next stage of the program includes individual study and the preparation of graduation projects, followed by a final examination leading to the certification of the competencies acquired.

According to ADR Nord, the initiative contributes to strengthening the institutional readiness of the Republic of Moldova to address both the challenges and opportunities arising from the country’s European Union accession process. At the same time, cooperation with Romania’s regional development agencies facilitates the transfer of expertise and the adoption of European best practices in regional development planning and implementation.

Project Financed through the Central European Initiative

The program is implemented under the Central European Initiative (CEI), a regional intergovernmental organization dedicated to promoting European integration, regional cooperation, and sustainable development across Central, Eastern, and South-Eastern Europe. The Republic of Moldova has been a member of the organization since 1996.

The project is financed through the Central European Initiative Fund at the European Bank for Reconstruction and Development (EBRD), with the support of the Government of Italy.
