The Republic of Moldova to Allocate 1% of GDP to Defense by 2030. Strategy Focuses on Investment, Modernization, and Strengthening National Security
The Republic of Moldova plans to significantly strengthen its defense capabilities over the coming years by gradually increasing defense spending to 1% of Gross Domestic Product (GDP) by 2030
This objective is included in the National Defense Strategy Implementation Program for 2026–2030, drafted by the Ministry of Defense and submitted to the Government for approval.
At present, defense expenditures account for approximately 0.75% of GDP, and the authorities in Chișinău consider that increasing investments is essential to adapt the country’s defense institutions to the evolving regional security environment.
A Comprehensive Program to Strengthen National Resilience
The strategic document outlines an integrated approach to national security that extends beyond the military dimension, encompassing the development of critical infrastructure, cybersecurity, and the enhancement of state institutions’ ability to respond to modern threats.
The main priorities include:
- gradually increasing defense spending to 1% of GDP;
- modernizing and strengthening the capabilities of the National Army;
- investing in military and strategic infrastructure;
- enhancing cybersecurity;
- improving national resilience against hybrid threats;
- expanding cooperation with partner countries and international organizations in the field of defense.
The strategy aims to gradually transform Moldova’s defense system into a modern structure capable of effectively addressing current and future security challenges in the region.
Regional Security Environment Requires Accelerated Reforms
In its security assessment, the Ministry of Defense highlights the deterioration of the regional security environment, particularly as a consequence of Russia’s war against Ukraine.
According to the document, the principal threats facing the Republic of Moldova include:
- the risk of the conflict expanding toward the country’s borders;
- the presence of Russian military forces in the Transnistrian region;
- hybrid attacks and disinformation campaigns;
- cyberattacks targeting critical infrastructure;
- the proliferation of weapons;
- the impact of climate change and natural disasters on national security.
The authorities stress that these developments require an accelerated modernization of defense institutions and stronger cooperation with international partners.
Investments in Military Infrastructure and Air Defense
The implementation program also provides for a series of strategic investments aimed at strengthening the operational capabilities of the National Army.
Priority projects include:
- developing an operational air defense system;
- acquiring military equipment interoperable with that of partner countries;
- modernizing existing military infrastructure;
- reconstructing the military base at Băcioi;
- improving the logistical and operational capabilities of the armed forces.
These investments are intended to increase the readiness and interoperability of Moldova’s armed forces as cooperation with European and Euro-Atlantic partners continues to deepen.
Security – A Key Driver of Economic Development
From an economic perspective, strengthening national security is a fundamental prerequisite for maintaining investor confidence and protecting critical infrastructure.
As part of its European Union accession process, the Republic of Moldova is gradually aligning its security and defense policies with European standards while investing in institutional modernization and national resilience.
The planned increase in defense spending to 1% of GDP by 2030 represents not merely a budgetary adjustment but a broader strategic commitment to strengthening state resilience and adapting to an increasingly complex regional security environment.
