Ukraine Approves the Opening of a New International Border Crossing Point with Romania, Bila Tserkva – Sighetu Marmației
A New Border Crossing Point Between Ukraine and Romania
The Government of Ukraine has approved the opening of a new international border crossing point with Romania, “Bila Tserkva – Sighetu Marmației”, intended for passenger road traffic. The new connection will provide an additional alternative for crossing the Ukrainian-Romanian border and strengthen transport links between the two countries.
The decision was adopted by the Cabinet of Ministers of Ukraine through Resolution No. 1130 of September 17, 2026, which establishes the operating conditions and the measures required to put the border crossing point into operation.
Permanent Operation, 24 Hours a Day
According to the government resolution, the new border crossing point will have international status and operate permanently, without any time restrictions. This will allow the border to be crossed 24 hours a day, seven days a week.
At the initial stage, the “Bila Tserkva – Sighetu Marmației” crossing will be open to passenger transport vehicles with a maximum authorized mass of up to 3.5 tonnes. The established regime therefore primarily covers passenger road traffic and vehicles falling within the weight limit set by the Ukrainian authorities.
Temporary Infrastructure Until Construction Is Completed
The new border crossing point will become operational before the completion of all permanent infrastructure between Bila Tserkva, on the Ukrainian side, and Sighetu Marmației, in Romania.
During the initial period, the crossing point will operate within the construction site where the permanent infrastructure for the new cross-border connection is being built. This includes both the works related to the road border bridge and the access roads leading to it.
This solution will allow the authorities to begin operating the border crossing point while construction works continue, enabling the new road connection to be used before all infrastructure components are fully completed.
Exemption Allowing the Border Crossing Point to Open Ahead of Schedule
To enable the crossing point to become operational before construction is completed, the Government of Ukraine has provided for an exemption from the general procedure applicable to the opening of international border crossing points.
The measure is intended to allow the authorities to organize border control activities and begin operating the crossing at an intermediate stage of the infrastructure project, without waiting for the works to be fully completed.
Border and Customs Authorities to Ensure Operations
Under the resolution adopted by the Government in Kyiv, the Administration of the State Border Guard Service of Ukraine and the State Customs Service of Ukraine have been tasked with ensuring the operation of their respective structures at the new border crossing point.
These institutions will be responsible for organizing activities related to border and customs controls, as well as ensuring the necessary conditions for international traffic to operate.
A New Road Connection in the Sighetu Marmației Area
The opening of the “Bila Tserkva – Sighetu Marmației” crossing will establish a new direct road connection between Ukraine and Romania in the Maramureș area. Its location will contribute to diversifying the routes available for crossing the border between the two countries.
The new infrastructure is part of efforts to develop cross-border connections and improve mobility between communities on both sides of the border. The operationalization of the crossing point, even under temporary conditions, represents an important stage in the development of the new road link between Bila Tserkva and Sighetu Marmației.
Cross-Border Cooperation and Infrastructure Development
The new international border crossing point is part of the process of expanding and modernizing transport infrastructure between Ukraine and Romania. The creation of new road connections can facilitate the movement of people and, in the long term, contribute to the development of economic and cross-border relations between communities and regions in the two countries.
The permanent operation of the crossing point and the use of temporary infrastructure until the completion of the works will enable traffic to begin more rapidly, while the infrastructure will continue to be developed as the permanent project is completed.
