Ukraine | Kyiv Talks Set Priorities for Energy Security and the Relaunch of the Peace Dialogue

U.S. Envoys Conclude Talks in Kyiv
Special envoys of U.S. President Donald Trump, Steve Witkoff and Jared Kushner, left Kyiv after a day of talks with Ukrainian officials. The negotiations were described by participants as “encouraging,” “substantive” and “important,” and the final stage also involved representatives from the United Kingdom, France and Germany.
President Volodymyr Zelenskyy said the discussions were held in three rounds and focused on establishing the key priorities of the partnership between Ukraine and the United States.
A “Winter Package” for Ukraine’s Energy Security
One of the main issues discussed was the preparation of a “winter package” aimed at strengthening Ukraine’s capacity to cope with the cold season.
The plan primarily focuses on strengthening air defence, protecting energy infrastructure and securing access to U.S. liquefied natural gas. At the same time, the talks also aimed to officially revive peace negotiations with Russia.
Territorial Issues to Be Addressed at the Leaders’ Level
Volodymyr Zelenskyy stressed that the territorial aspects of the conflict must be resolved directly at the level of political leaders. His statement came a day after a meeting between Vladimir Putin and the U.S. envoys, during which the Kremlin leader reaffirmed his position and claims regarding Ukrainian territories.
The Ukrainian president also highlighted the importance of involving European partners in the diplomatic process and announced that Ukraine, Europe and the United States intend to hold further consultations in the coming period.
Witkoff: The Goal Is to Bring the Positions Closer
Steve Witkoff said that his meeting with Vladimir Putin was aimed at clarifying Russia’s position, and that the results of the discussion were subsequently presented to President Zelenskyy and his team.
The U.S. envoy stressed that both Ukraine and Russia must reach a solution and that his mission, together with Jared Kushner, is to facilitate dialogue between the two sides.
According to Witkoff, U.S. efforts are focused on narrowing the differences between the positions of Kyiv and Moscow, developing effective communication channels and creating the conditions for a constructive diplomatic process.
“Both sides need to arrive at a solution, and Jared’s and my mission is to bring the parties to the negotiating table, narrow the differences between them and create good channels of communication,” Steve Witkoff said.
Donbas Remains One of the Main Issues in the Negotiations
Volodymyr Zelenskyy stressed that the issue of Donbas must be viewed in the broader context of the war and Ukraine’s security.
According to the Ukrainian president, the region represents both a major territorial issue and a strategic focal point of the conflict, which Kyiv describes as both a war for survival and a war of attrition.
Kushner: The U.S. Will Continue Efforts to Find a Solution
Jared Kushner said that the United States would continue making every effort to identify a solution, even though the outcome of the negotiations cannot be guaranteed.
The U.S. envoy stressed that the absence of negotiations would not change the situation and that continued dialogue is necessary to identify a potential way out of the conflict.
“I cannot guarantee that we will be successful, but I can promise you and everyone here in Ukraine, and even everyone in Russia, that Steve and I, on behalf of President Trump, will do everything we can and have done everything in our power to try to find a way out of a difficult situation,” Jared Kushner said.
Ukraine, Europe and the U.S. Prepare for Further Consultations
The participation of European representatives in the final stage of the talks in Kyiv indicates an expansion of the consultation format. According to Zelenskyy, Ukraine, European countries and the United States are expected to continue their dialogue in the coming period.
In this context, the talks in Kyiv combined diplomatic objectives aimed at reviving the peace process with concrete measures to strengthen Ukraine’s defence and energy security ahead of the cold season.
