TOPIC: „A new reform of the Romanian medical system”

Dr. Alexandru Calancea, Manager of the “St. John the New” County Emergency Hospital of Suceava, emphasized during the Health Panel the need for a profound reform of the Romanian medical system, focusing on four essential areas: human resource management, the complementarity of the public and private medical systems, public medical education, and county medical organization.

A. Human resource management

1. Strategic organization of residency programs based on medical needs.
2. Equitable distribution of human resources between counties and medical institutions.
3. Performance-based pay according to activity and institution.

B. Public and private medical system:

Complementarity between the two systems

• Thorough analysis of the population’s medical needs.
• Annual contracting of all medical needs, both public and private, to fully cover the county’s requirements.
• Paid medical services remain for those who opt for this modality.

C. Public medical education:

1. Introduction of medical education as a mandatory subject in schools.
2. Promotion of preventive and recovery medical services.

D. County medical organization and coordination:

Creating county medical systems involves:

• Appointment of a county medical system coordinator.
• Development of a detailed map of medical needs.
• Implementation of a strategic investment plan.
• Establishment of collaboration protocols between various medical institutions.
• Ensuring regional medical continuity through joint shifts between neighboring hospitals.
