The national network of information desks for installing solar panels and renovating homes and installing photovoltaic panels is established. The Ministry of Development has put up for public debate the draft Emergency Ordinance regarding “establishing the national network of single-window energy efficiency desks aimed at providing information and counseling services in the field of energy efficiency and renewable energy production for consumers,” an obligation assumed by Romania through the PNRR.

“In order to facilitate access to funding programs and information regarding the energy renovation of buildings and the use of renewable energy sources in buildings and to support monitoring the progress towards national targets for energy efficiency and resilience to climate change, the national network of single-window energy efficiency desks is established.

The single-window desks are set up to provide information and counseling services in the field of energy efficiency in buildings and the use of renewable energy sources for consumers regarding investment programs financed from European funds, the state budget, and other legally established sources,” the explanatory memorandum of the normative act states.

“The network of single-window desks will directly support Romania’s targets assumed through the National Energy Climate Change Plan and the National Long-Term Renovation Strategy to support the renovation of the national park of residential and non-residential buildings, both public and private, and its gradual transformation into a real estate park with a high level of energy efficiency and decarbonization by 2050, and will also support Romania in reducing its energy dependence on Russian gas,” the draft Emergency Ordinance elaborated and put up for public debate by the Ministry of Development further states.

41 such desks will be opened nationwide, one for each County Council and one at the level of the Capital City Hall. Each desk will be served by two to four people. Individuals who have graduated from bachelor’s studies or equivalent in the fields of civil engineering, installation engineering, architecture, energy engineering, public administration, legal sciences, and economic sciences can hold positions within the single-window energy efficiency desk.

Romania has undertaken the organization of these networks through the RePowerEU program, part of the PNRR. We remind you that through the RePowerEU program, with a total value of over 1.4 billion euros, the Government intends to allocate funds for the acquisition of solar panels and energy storage batteries, the arrangement of homes to reduce energy consumption, and others. According to the program, homeowners in Romania will be able to benefit, starting this year, from vouchers worth 25,000 lei to install photovoltaic systems with a net power of 3 kW on rooftops, with a similar value voucher to be granted for the purchase of storage units with a minimum power of 5 kWh.

Here’s what the desks will be dealing with, according to the draft normative act:

Article 5. (1) County single-window energy efficiency desks, as well as the one at the City Hall of Bucharest, fulfill the following general and permanent duties:

a) provide, through the websites of centralized public authorities in a dedicated section on the MDLPA website or upon request, at their headquarters or by telephone, a public service of information, technical counseling, and support for individual or collective homeowners, homeowners’ associations, and interested associations/communities for the implementation of energy efficiency projects and/or the construction of new renewable energy production capacities or the formation of energy communities of citizens;

b) support citizens in developing an energy renovation project, accessing public funding programs or financing mechanisms, and/or guide them to competent professionals throughout the renovation project;

c) provide information on legislation regarding the energy performance of buildings;

d) organize and maintain a specific section on energy efficiency in buildings, easily accessible on the website of the local public administration authority, which includes the link to the online information point, as well as clear and organized information, such as:
-i) information on the implementation of projects for the installation of renewable energy production facilities;
-ii) the steps necessary for the renovation of a building;
-iii) the steps necessary for the installation of a renewable energy source and acquiring the status of a prosumer;
-iv) specialists who are legally entitled to carry out energy audits, energy performance certificates, technical expertise, for the realization of the technical installation project, the architectural project, and the structural project as well as the projects necessary for the installation of renewable energy sources;
-v) possible levels of renovation, namely moderate or in-depth renovation, and associated cost categories.

e) authorities and public institutions and other entities responsible for the authorization/approval process for obtaining prosumer status, including for energy efficiency activities of buildings, will give priority to the authorization/approval process of projects initiated with the support of single-window energy efficiency desks. In this regard, public authorities/institutions with responsibilities in the field of authorization/approval for issuing permits, agreements, and licenses etc., will sign collaboration protocols with the institutions that have organized the single-window energy efficiency desks;

f) carry out information campaigns on energy efficiency in buildings and the use of renewable energy sources;

g) transmit to the Ministry of Development, Public Works and Administration, semi-annually, centralized information on energy renovation investments made from public or private funds completed, those for which funding applications have been approved, or those for which building permits have been issued, for monitoring the achievement of national targets for reducing energy consumption established by the National Long-Term Renovation Strategy approved by Government Decision no. 1034/2020, with subsequent amendments and completions. The format of the reports is established by order of the Minister of Development, Public Works and Administration.

(2) For the period 2024-2026, county single-window energy efficiency desks and that of the City Hall of Bucharest also fulfill the following specific support

duties for the implementation of investments I4 and I7 from Component 16 REPowerEU of Romania’s National Recovery and Resilience Plan (PNRR):

a) support the Ministry of Investments and European Projects in implementing investments I4 and I7, providing information to all potential beneficiaries of the investments, respectively facilitating the implementation of investments, and providing technical assistance for accessing funds and implementing projects administratively, for energy vulnerable consumers, and for households affected by energy poverty;

b) facilitate the establishment of economic relationships between energy vulnerable consumers and households affected by energy poverty, and construction and/or installation firms at the county level;

c) establish at the county level, the lists of energy vulnerable consumers and households affected by energy poverty, eligible for funding under I4 and I7 investments from Component 16 REPowerEU, according to the information available at the level of local public authorities and the eligibility conditions communicated by the Ministry of Investments and European Projects;

d) verify at the county level, the projects to be submitted under I4 and I7 investments from Component 16 REPowerEU, according to the provisions of the order provided for in paragraph (3) of this article;
e) conduct, on a sample basis, field verifications regarding the implementation of investments I4 and I7 from Component 16 REPowerEU, especially those dedicated to energy vulnerable consumers and households affected by energy poverty, according to the requirements provided by the Ministry of Investments and European Projects.

(3) The specific activities for the implementation of investments I4: Grant scheme in the form of value vouchers for accelerating the use of energy from renewable sources by households and I7: Grant scheme in the form of value vouchers for improving the energy efficiency of households from Component 16: REPowerEU of Romania’s National Recovery and Resilience Plan, which takes place within the single-window energy efficiency desks, are established by joint order of the Minister of Investments and European Projects and the Minister of Development, Public Works and Administration, within 30 days from the entry into force of this ordinance, which is published in the Official Gazette of Romania, Part I.
