Ion ȘTEFANOVICI: “CAPDR Launches the 2025–2035 Action Plan: Moldova, the New Hub for Cooperation and Investment in Eastern Europe”
Center for Analysis and Regional Development Planning (CAPDR) is set to launch this week the Action Plan for the Moldova Region 2025–2035 – a 10-year strategic document that redefines the economic, institutional, and digital development directions of the area.
The Plan is not just a strategy; it is a blueprint for regional transformation – a model of cooperation between Romania, the Republic of Moldova, and Ukraine, built on the logic of European economic integration and territorial cohesion.
A 10-Year Vision for a Competitive Region
Through this plan, the Moldova Region becomes a laboratory for public policy and strategic investments.
CAPDR proposes a clear vision: by 2035, Moldova should become a connected, competitive European region attractive for investment – with a diversified economy, modern infrastructure, and digital administrations capable of supporting public–private partnerships.

Six Strategic Pillars for Regional Development
The 2025–2035 Plan is based on six key action directions that integrate all major components of regional development:
- Governance and Institutional Efficiency – strengthening regional administration and implementing the RACI management model along with the CAPDR Cloud digital platform for project coordination and transparent reporting.
- Digitalization and Interoperability – expanding the cross-border networks ro-md.capdr.ro and ro-ua.capdr.ro, connecting administrations, private sector, and universities into a unique digital ecosystem in Eastern Europe.
- Training and Regional Leadership (EduCAPDR) – professionalizing public administration and the economic sector through courses in strategic management, entrepreneurship, and innovation.
- Economic Cooperation and Investments (FERM & MoldovaHUB) – creating a regional economic hub and an annual business forum to promote investments and exports.
- Regional Identity and Tourism (Via Moldavia) – leveraging Moldova’s cultural and natural heritage through a unified tourism brand.
- Financial Sustainability and European Partnerships – establishing the CAPDR Co-Financing Fund and attracting resources from European programs such as Interreg, Horizon Europe, CEF, and Erasmus+.
An Economy- and Investment-Oriented Plan
The economic component of the Action Plan is essential.
The objective for 2030 is achieving an institutional budget of 1.5 million euros annually, based on diversifying funding sources and increasing the capacity for self-generated revenue.
The MoldovaHUB program, launched within the plan, will function as an integrated regional investment platform, aimed at both local entrepreneurs and external investors.
Through FERM – the Moldova Regional Economic Forum, CAPDR aims to become the key contact point between private capital, administration, and academia, providing a coherent perspective on development directions: green energy, logistics, smart agriculture, sustainable tourism, and digitalization.

A Region with European Impact
Through the 2025–2035 Action Plan, CAPDR aligns the Moldova Region with the priorities of the European Agenda 2030, pursuing integration into major macro-regional networks – the Danube, the Carpathians, and the Black Sea.
The document provides a clear framework for investment and strengthening external economic relations:
- strategic trade with European and Asian markets,
- modernized transport infrastructure,
- education aligned with labor market needs,
- cross-border innovation partnerships.
From Strategy to Action
In recent years, CAPDR has demonstrated that a strategy becomes reality only if it has “a name, a deadline, and a signature.”
The 2025–2035 Plan is the result of a rigorous process of analysis, coordination, and regional consultation.
It does not talk about intentions, but about concrete, measurable steps monitored digitally through an integrated system of performance indicators (KPIs).
Through this plan, Moldova becomes a space for real cooperation, capable of attracting investment, generating innovation, and building its future based on competence and solidarity.
