The President of CAPDR, Ion Ștefanovici, on the Multiannual Programmatic Document of the Moldova Region: “We are moving from discussions to actions through strategic coordination by sectors.”

The Moldova Region is taking important steps toward coherent and integrated development through a joint effort of public institutions, the private sector, and civil society. The Multiannual Programmatic Document of the Moldova Region (MPDMR), presented by Ion Ștefanovici, President of the Center for Analysis and Planning of Regional Development (CAPDR), represents a turning point marking the transition from discussions and plans to concrete actions, strategically coordinated across key sectors.

Present during a broadcast on the regional television station Antena 3 Suceava, CAPDR President Ion Ștefanovici introduced the Multiannual Programmatic Document of the Moldova Region (MPDMR), the strategic tool that transforms the resolutions of the Moldova Regional Economic Forum into a coherent development vision. The document guides regional actions, supports access to funding, and strengthens the voice of the Moldova Region in dialogue with national and European institutions.

“This document is not just a set of intentions but a clear foundation for coordinating all regional actors, whether from the public sector, private environment, or non-governmental sector. The need to move from mere discussions to concrete actions, through a joint and strategic effort, is greater than ever,” explained Ion Ștefanovici.

CAPDR’s president emphasized the importance of coordination across key sectors for the entire Moldova region: “I insisted that this document bring together important stakeholders from administration, the business environment, NGOs, and external partners to jointly build a clear agenda on tourism, European funds, strategic investments, foreign trade, and other vital sectors for development.”

Ion Ștefanovici also referred to the important role of the Moldova Regional Economic Forum, taking place between July 9 and 13 in Vatra Dornei, an event that this year has a much broader scope, involving communities, local administrations, the private sector, as well as partners from the Republic of Moldova and Ukraine.

One of the 12 thematic panels of the Forum, the panel dedicated to infrastructure, was highlighted by CAPDR’s president as essential for the region’s economic development. “We have started working together even at the county level. For example, Suceava and Botoșani counties have already initiated joint discussions regarding the development of transport corridors and express roads, a signal that we can turn dialogue into concrete results.”

Ștefanovici recalled that, for success, solid involvement from the Ministry of Transport is necessary, a major player in road, air, and rail infrastructure in the region. “This ministry must be an active partner because infrastructure development is the cornerstone of economic growth and regional connectivity.”

The geopolitical context offers new opportunities and challenges

CAPDR’s president also addressed the recent dynamics generated by the war in Ukraine, underlining its impact on the Moldova region. “For years, we were a static region, a transit point between the west and south, but the crisis in Ukraine has changed this paradigm. We now have the opportunity to become an active player on the economic and strategic map of Eastern Europe.”

He particularly emphasized the importance of developing the A7 corridor, which, following the conflict, has started to gain greater momentum in extending from Bucharest toward the country’s northern border. “However, we must be honest and say that firm signatures for the Pașcani-Suceava and Suceava-Siret segments, two vital sections for this infrastructure, do not yet exist. I hope that in the near future we will witness concrete steps in this regard.”

In conclusion, Ion Ștefanovici made a strong call for unity and joint effort in the Moldova region: “We must understand that our region is a whole and we need to approach our resources and opportunities in a unified and coherent manner. Only then can we harness Moldova’s potential and strengthen our position in dialogue with national and European institutions.”

He also mentioned that during the forum there will be a joint initiative by the presidents of the County Councils for the reconstruction of Ukraine, a collaboration that can bring strategic benefits both to the region and to external partners.
