UNTRR: The Romanian transportation market reached 19 billion euros in 2023

The Romanian Road Transporters Union (UNTRR): The Romanian transportation market reached 19 billion euros in 2023 according to a study conducted by the National Union of Road Transporters from Romania (UNTRR), the road transportation market reached 19 billion euros in the year 2023. Out of this total, 17 billion euros were generated by freight road transport. The average annual growth rate over the last 5 years was 8.5%.

Road transport is the most important sector regarding Romania’s export of services, recording 7.81 billion euros in 2023, ahead of IT services exports of 7.772 billion euros. The positive balance of this sector, before that of IT services, was 6.226 billion euros.

According to the study, the contribution of road transport to GDP formation was 3% in 2022, of which 2.6% came from the freight road transport segment. This sector continues to be vital in goods logistics, representing 71% of the total goods transported in the last two years, including maritime transport, or 72% excluding maritime transport, measured in million ton-kilometers.

Romanian carriers account for 57% of the country’s imports of goods and 66% of exports. The prospects for Romanian freight road transport until 2030 indicate an increase in demand for logistics and freight transport services starting from 2025, after overcoming the current inflation crisis. This is due to the boost the manufacturing industry will receive, especially as a result of the expansion of e-commerce and supply chain development.

“Romania’s accession to the Schengen area with land borders is an urgency. Among the negative effects of non-accession to Schengen are: financial losses in the industry (losses of 2.55 billion euros last year, 2.41 billion euros in 2022, and 19.1 billion euros in the period 2012 – 2023) or extremely long waiting times at the border (8-16 hours usually at the border with Hungary, 3 days during holiday periods, with a historical maximum of 5 days, at the entrance to Bulgaria, usual waiting times of 20-30 hours, with 3 days in summer and 7 days standard for trucks with goods for Austria),” the research shows.

According to the study, the restrictions imposed by Mobility Package 1 will continue to impact the cross-trade and cabotage activities of Romanian carriers. UNTRR representatives mention that they are still awaiting the decision of the European Court of Justice following the recommendation of the EU Advocate General to annul the obligation of truck return home. This action was initiated following challenges filed by UNTRR and other member states as early as 2020.

“The shortage of professional drivers remains a major challenge for companies. Currently, road transporters face a shortage of up to 33,800 professional truck drivers. For the period 2023 – 2030, the conservative forecast scenario shows an annual increase of 1% in volume and 8% in value of the freight road transport market, estimated to reach nearly 30 billion euros,” the research further states.

In 2024, it is estimated that the overall operating costs of road transporters will increase by up to 15%. This increase is due to higher excise duties, RCA (civil liability insurance) tariffs, long waiting times at borders, new CO2 taxes, provisions imposed by Mobility Package 1, and costs related to mandatory retrofitting with intelligent tachographs. This situation will lead to price increases for the final consumer.

The National Union of Road Transporters from Romania (UNTRR) is a professional and employers’ organization, independent, non-political, and non-governmental, founded in 1990 on democratic principles. Its main role is to promote and defend the interests of road transporters, both nationally and internationally. With over 16,000 registered firms since its establishment, UNTRR represents operators engaged in domestic and international freight and passenger transport.
