Cross-Border Cooperation between Romania (Miroslovești, Iași) and the Republic of Moldova (Grătiești and Colonița) for Enhancing Emergency Response Capacity
On November 8, 2025, the Grătiești Commune and Colonița Village in the Republic of Moldova, together with Miroslovești Commune, Iași County, Romania, signed a Partnership Agreement for the implementation of the cross-border project: “Improving the response to emergency situations through cooperation between Miroslovești Commune, Grătiești Commune and Colonița Village”.
The project aims to strengthen emergency response capacity through cross-border cooperation and experience exchange between the partner communities, having a direct impact on citizen safety and the sustainable development of the region.
Strategic Objectives of the Partnership
The main goal of the project is to create a collaborative framework that allows:
- exchange of best practices and experience between local authorities;
- joint training and equipment for managing critical situations;
- strengthening administrative and institutional capacity in the field of emergency situations;
- development of joint projects with long-term social and economic impact.
“The goal is to build the bridge we have long desired between communities” – Angela Zaporojan, Mayor of Colonița Village
The Mayor of Colonița Village, Angela Zaporojan, emphasized the importance of collaboration and personal relationships between communities:
“The mayor said we should enter through the front door, as if we were coming home. I truly feel at home. A good host is recognized at the gate. When we approached Miroslovești, I realized it is a well-managed community.
I have known the mayor, I repeat, for a short time, but every time I am moved, and not because he proves it to me, he truly is a good host with smart, beautiful children, in both appearance and soul, and decent households in general.
Thanks to the Almighty God. God has placed him in our path, and today we are here to sign this cooperation agreement. It is not just a cooperation contract. Yes, the aim is to create good conditions for the people of Miroslovești, Grătiești, and Colonița. But it is also to build that bridge we have long desired.
Because we speak the same language. All our roots come from… Together we are. We are all alike, in face and in soul.
Why are we here today? To shake hands, Mr. Mayor, and to say that we move forward. Lord, help us all.”
Project Impact on the Communities
The Grătiești–Colonița–Miroslovești project will bring tangible benefits in the medium and long term:
- increased citizen safety through faster and more effective emergency interventions;
- enhanced institutional and administrative capacity of local authorities;
- stimulated cross-border collaboration and economic relations between the involved communities;
- strengthened regional image as a model of best practices in cross-border cooperation.
Conclusion
The signing of this partnership represents more than a simple administrative agreement: it is a symbol of unity, responsibility, and a shared vision for the future of the communities of Grătiești, Colonița, and Miroslovești. Through this collaboration, local authorities demonstrate that investments in safety, preparedness, and social infrastructure are not merely expenditures, but true sustainable development strategies.
The bridges built between communities not only enhance the efficiency of emergency interventions but also create the premises for long-lasting economic, cultural, and social cooperation, which can serve as a replicable model for other regions in the Romania–Republic of Moldova border area.
