Major social infrastructure project in Miroslava Commune: Day Center for the Elderly funded by the NRRP.
Residents of Valea Ursului, a village in Miroslava Commune, will benefit from a modern day center for the elderly. The project, titled “Construction of a Day Center for Assistance and Recovery for the Elderly,” is funded through the National Recovery and Resilience Plan (NRRP), under Component 13, Investment 14
The day center will cover a total area of 688 square meters and will have a ground floor and one upper floor. The site will also include an outdoor area of nearly 4,000 square meters dedicated to green spaces, contributing to a pleasant and relaxing environment for the users. Additionally, 30 parking spaces, pedestrian and vehicle pathways, and a special platform for waste storage are planned, ensuring a clean and organized environment.
Marius Pârciu, spokesperson for Miroslava Commune Town Hall, told News Moldova: “The construction of a day center for the elderly was driven by the need to support this vulnerable group.”
Mariu Pârciu explained that the project’s implementation takes into account the large number of elderly people who no longer receive support for various reasons. He also emphasized that the local administration aligns with available funding lines. “We adapt according to what funding lines are available. We have many projects waiting only for the funding lines to open,” Pârciu added, highlighting that the decision to build this center was influenced by the evident need in the community and the available funding opportunities.
The modern facilities of the Day Center for the Elderly will bring significant benefits to the residents of Valea Ursului and will contribute to improving the quality of life in the locality.
The day center is primarily intended for elderly people from the entire commune, not just from Valea Ursului, explained Mariu Pârciu. “We found a 6,000 square meter plot in a quiet area, ideal for such a project.” The center will serve 75 people: 50 will benefit from services directly at the center, and 25 will receive home care. “These services include assistance and recovery, which will significantly improve the quality of life for these individuals,” the spokesperson emphasized.
The local administration has multiple social projects planned for the future
Regarding future projects, Pârciu mentioned that the local administration has many initiatives in various fields, not just in the social sector. “In the locality of Oricani, we plan to build two residential centers for people with disabilities and the elderly. We hope to secure funding for these buildings,” said the spokesperson of Miroslava Town Hall. Also in the Oricani area, the rehabilitation of old centers is planned to create social housing for the elderly. “These projects are among the most advanced,” added Mariu Pârcius. He also mentioned other initiatives waiting to be implemented once the necessary resources are available.
Contract value and source of funding
The total value of the contract is estimated at 4,387,853.75 lei, excluding VAT. The funds for this project will be provided through the National Recovery and Resilience Plan (NRRP), Component 13, Investment 14. The project includes site preparation, utility connections, the execution of constructions and necessary installations, as well as the efficient organization of the construction site.
The day center will have the following objectives:
The main objective of this center is to provide assistance and recovery services for elderly people in the community. The center will be equipped with modern facilities that meet the specific needs of the elderly, contributing to improving their quality of life.
Other objectives:
– To offer elderly people a safe and comfortable space where they can spend their free time pleasantly and usefully;
– To provide elderly people with a variety of activities tailored to their needs and interests (physical, cultural, artistic, educational activities, etc.);
– To offer elderly people personal care services (hygiene, haircuts, shaving, etc.), primary medical services (blood pressure monitoring, medication administration, etc.), and psychological and social counseling services;
– To support elderly people in maintaining or developing social relationships with other center beneficiaries, their families, and the local community;
– To prevent or reduce the risk of abandonment or abuse of elderly people by monitoring their family situation and collaborating with competent authorities.
Services provided to the elderly at the center will include:
1. Social services:
a. Housekeeping assistance
b. Legal and administrative counseling
c. Methods to prevent social marginalization and social reintegration
2. Socio-medical services:
a. Assistance in maintaining or restoring physical or intellectual capacities
b. Providing occupational therapy programs
c. Support for personal hygiene
3. Medical services:
a. Consultations and treatments in medical institutions or at the person’s bedside if they are bedridden
b. Nursing care services
c. Dental consultations and care
