Investment of 880,800 lei in Hănțești Commune, Suceava County, for the modernization of the integrated manure management system

In the commune of Hănțești in Suceava County, the local administration has launched a project funded through PNRR – Component 3: Waste Management, aimed at modernizing the integrated communal system for collecting and valorizing manure.

The total value of the signed contracts amounts to 880,800 lei, and the investment covers a complex technical package of agricultural machinery and transport equipment.

The project is structured into two distinct lots. The first lot, worth 408,200 lei, was contracted with TERRA ROMANIA UTILAJE DE CONSTRUCTII S.R.L. and involves the purchase of a 1 m³ front loader, an essential piece of equipment for the rapid handling of manure and compostable material. The second lot, valued at 472,600 lei, went to IRUM S.A. and includes a 75–90 HP tractor, a loader arm with bucket, an 8-ton trailer, an 8-ton manure spreader, and a 5,000-liter vacuum tanker.

From a technical perspective, the investment structure reflects an integrated approach. It is not merely about collecting livestock waste but about creating a complete operational chain: collection, transport, handling, temporary storage, and agricultural valorization. The front loader and tractor form the mechanized core of the system, ensuring mobility and efficiency in the field. The trailer and vacuum tanker allow controlled transport of solid and liquid waste, while the spreader converts manure into a usable agricultural resource, under regulated technical conditions.

The contractual duration is 54 months, of which a maximum of 6 months are allocated to delivery and personnel training, while the remainder covers a commercial warranty of up to 48 months. The evaluation criteria combined price (40%) with quality factors, namely warranty duration (30%) and delivery and training terms (30%). This formula demonstrates a focus on long-term reliability and rapid operational capacity, rather than just immediate cost.

A relevant detail is the low level of competition: only one offer was submitted for each lot. In rural contexts, where specialized infrastructure projects attract a limited number of suppliers, this reflects the narrow technical niche of the requested equipment.

Beyond administrative parameters, the impact on residents is significant. Implementing the system means: reducing soil and groundwater pollution through controlled management of animal waste, reducing odors and health risks, with a direct effect on quality of life, increasing the efficiency of local farmers, who will have access to an organized collection and valorization system, transforming manure into usable natural fertilizer, with potential cost reductions for agricultural operations, and aligning the commune with European standards on circular economy and agricultural waste management.

In a predominantly agricultural area, where individual households and small farms generate constant volumes of livestock waste, the lack of an organized system creates environmental and public health pressures. Through this investment, Hănțești moves from fragmented management to a centralized and mechanized model, with traceability and operational control.

In the medium term, the project can become a catalyst for local agricultural development. Controlled land fertilization, the use of modern equipment, and the training of technical personnel can lead to increased agricultural yields and the strengthening of more sustainable farming practices.

Essentially, the investment does not only involve acquiring machinery but configuring a functional infrastructure for agricultural waste management, with direct effects on the environment, local economy, and the quality of life of the community.
