In an interview with the economic publication Moldova Invest, Eduard Wendling, the Mayor of Păltinoasa Commune, provided essential details about the rehabilitation and modernization project for the social center in the locality, highlighting its importance for the community.

Moldova Invest: Mr. Wendling, what motivated you to initiate the rehabilitation and modernization project for the social center in Păltinoasa?

Eduard Wendling: “In Păltinoasa Commune, we have many families with parents working abroad, families living in extreme poverty, and children at risk of family separation or school abandonment. These conditions prompted us to implement a day center to support these children and families.”

Moldova Invest: What are the direct benefits of this project?

Eduard Wendling: “The benefits include social assistance through assessment, counseling, support for obtaining rights, maintaining family connections, homework help, and school and career guidance. We will provide psychological evaluation, emotional and behavioral support, recreational activities, and promote healthy behaviors. Additionally, healthy meals will be provided through a catering service.”

Moldova Invest: How will you ensure the recruitment and retention of qualified staff for the social center?

Eduard Wendling: “We will continuously collaborate with the Social Assistance Department and the Guardianship Authority of the Păltinoasa Commune to attract and retain qualified personnel.”

Moldova Invest: What is the current status of the project?

Eduard Wendling: “Currently, we are in the process of awarding the construction works for the project.”

Project Works

The project involves extensive renovation and modernization of the existing social center to create a functional space tailored to the community’s needs. According to the documentation, the building will have a single-story design with a constructed area of 320 square meters. This center will provide, among other things, educational, recreational, and counseling activities for children, as well as support and counseling for parents.

The project includes a variety of detailed works:

– Foundation and Wall Strengthening: Using underpinning and reinforced plastering to ensure the structural stability of the building.
– Roof Replacement: Installing a new pitched roof to improve insulation and building protection.
– Interior Partitioning: Reconfiguring interior spaces to meet the functional requirements of the social center.
– Thermal Insulation: Applying advanced insulation solutions, including basalt mineral wool for walls and mineral wool mats for ceilings.
– Finishes and Installations: Refurbishing interior and exterior finishes, fully installing sanitary and heating systems, including underfloor heating with thermal agent produced by a heat pump.
– Exterior Arrangements: Creating sidewalks, pedestrian and vehicle access paths, and other necessary arrangements.

Budget and Financing

The total estimated value of the project is 1,510,873 RON (excluding VAT). Of this amount, 1,458,873 RON is allocated for direct construction and installation costs, and the remaining 52,000 RON for additional expenses, including site organization and utility provision. The necessary funds will be provided through the PNRR program and the local budget.

Completion Deadline and Clarifications

The estimated completion time for the works is 12 months, including the period required to finalize all administrative and technical aspects of the project. The contracting authority will respond to requests for clarification 7 days before the deadline for submitting offers.
