Republic of Moldova Could Have 292 Mayors’ Offices After the 2027 Local Elections. Voluntary Amalgamation Supported Through Financial Incentives

The Government of the Republic of Moldova estimates a significant reduction in the number of mayors’ offices by the 2027 general local elections, from 892 at present to 292. The process is based on the voluntary amalgamation of administrative-territorial units, accompanied by financial support measures for participating local authorities.

63% of Mayors’ Offices Have Completed the Voluntary Amalgamation Process

According to data presented by Government Secretary General Alexei Buzu, 63% of the mayors’ offices in the Republic of Moldova had completed the voluntary amalgamation process by 31 August 2026. At the same time, approximately 85% of mayors’ offices had initiated the procedures required for the reorganization.

The voluntary amalgamation stage ended on 31 August, and the authorities are now moving to the next stage of the administrative-territorial reform process.

254 Mayors’ Offices to Enter the Regulatory Amalgamation Stage

Following the conclusion of the voluntary amalgamation period, 254 mayors’ offices will move to the regulatory amalgamation stage, according to statements made by Alexei Buzu during a press conference presenting the results of the amalgamation process.

The Government’s objective is for the reorganization of local public administration to result in more efficient administrative structures and increased capacity among local authorities to deliver public services.

RON 4.5 Billion Fund for Amalgamated Mayors’ Offices

The reorganization process will be financially supported by the Government. According to Alexei Buzu, the fund intended to provide incentives to mayors’ offices that have opted for voluntary amalgamation will ultimately amount to RON 4.5 billion.

The funding is designed as an incentive mechanism for localities that have chosen to pursue amalgamation and is intended to support the new administrative structures resulting from the process.

Most Small Mayors’ Offices Targeted by the Reform

At present, the Republic of Moldova has 892 mayors’ offices, of which 776 administer localities with fewer than 3,000 inhabitants.

In this context, the administrative-territorial reform aims to strengthen local administrations and reduce administrative fragmentation. According to the estimates presented by the Government, following the completion of the process and the organization of the 2027 general local elections, the number of mayors’ offices could decrease to 292.
